Make sure the throttle rod is between the fork on the butterfly attachment to the carb. There is room for it to be before it or after it. I have even gotten them together with it not even touching it. Follow the rod around the block making sure it is fit tight (THE BOLT MUST BE IN THE THROTTLE SHAFT MANIFOLD SUPPORT PROPPORLY). I've screwed this process up more times than I care to expand on.
