How much for an M ??

I found an M farmall a while back and finally decided to ask the guy about it since it hasnt moved in a while. The motor is locked up he said it got hot because the fan belt broke. He then put on a new belt and it ran fine but was locked up after a few days. It has wide front power steering the front tires are good the rears are ok but real wether cheched. The tractor is in real good shape other than the motor and he wants $750 and wont budge off the price. Is that a fair frice or not. I thought I would offer $500 but he said no. The main reson I wanted it is for parts for my M like the wide front and powersteering. Would $750 be to much? todd
