MF 124 baler does not tie

My MF 124 baler is not pulling the twine off the bill hooks on both sides. It has new needles installed and timed professionally. The dealer is not that familiar with 124s and can't help on the tieing problem. It has 3 hay dogs on top and 2 on the bottom. One outside one on top was not working well and I have freed it up. I have loosened the twine tension. Knives appear to be sharp. I would appreciate any help. KEH
