MNGB is correct about rubber seat at bottom of float needle bore,hole in same either plugged or damaged by carb cleaner.
According to my microfiche cards for eng/spec# you gave carb pn 632424 and correct pn for repair kit is 632347,the HH100 eng used five different pn carbs & there are three different pn kits avail for the five carbs,one kit doesn't work with all carbs,the link NMGB provided is the correct pn kit.
You can buy the needle/seat seperate,but you're probably better off getting kit as you may run into eng surging/hunting for it's speed after you get running,a common problem on tecumseh eng is idle passages in carb body get plugged/gummed up when sitting for a long time causeing surging when running,the only way to cure problem is remove welch plugs(you'll probably have to damage/destroy to remove)run a fine wire thru ALL passages in carb body & blow out with compressed air.
IF/when you replace float needle seat,one side of seat has a ring/ridge,other side flat,ring side of seat goes into needle bore & seals hole at bottom,flat side of seat faces float needle.
