If the float needle is still connected to tang on float by small clip & drops with float,then the problem is as has been said-hole in float needle seat plugged or seat damaged,if needle disconnected from float then needle stuck in seat due to dirt/gum or the more common cause,needle seat age hardned/distorted & needle sticking in seat,the only cure for this problem is replace needle/seat.

IF you have to remove seat from needle bore hole use a long #4 sheetmetal or wood screw & thread into hole in seat & pull seat out of bore,if you do pull out you will need a new seat as seat will be damaged when removing.
