On my 3000 the lever has to be up for position control. Down (in Draft) will do what you are describing. Move it up and see what happens. It should raise or lower the 3 point arms somewhat leiner with the handle and stay there as long as the tractor is running. If your 3000 isn"t doing this something is wrong..
