Ford 3000 Draft Control

Sorry, I used the wrong email address the first time I am using a turn buckle to keep the draft control lever all the way down, if the lever is in any other position the bush hog will go all the way down. I am by-passing the system by taking the third member off and using the rear wheel of the bush hog. If I leave the third member on the bush hog wants to come all the way up every time the back wheel hits the ground. Any suggestions would be appreciated.
