Does the valve move OK with the engine off?? Or is it stiff then too..If it sticks then too , there might be a problem with the valve section or maybe some junk in the bottom spring cap for the valve spool. Rust acts in mysterious ways..Another thing , are the hoses hooked up right?? I've seen valves work strangely when the hoses were reversed..Oil would be flowing backwards thru the valve.. You might try something that I have done over the years..Take the linkage off the valve spool and turn the spool 180 degrees in it's valve section and hook the linkage back up and try it again..
