The problem, GordoSD, is that his last legal means of regaining the tractor expired about 20 years ago. There's a statute of limitations on everything except murder, and on debts not in writing, its usually 3 years or so. Also, many states provide for "adverse possession" of personal property after 10 years or so.
That being said, I would try to bluff him, as you suggested. He may fall for it- or he may lawyer up, and that will be that.
