lift pump could be bad, it is not in the tank it is above the starter, under the fuel filter. Small hands are a plus to change it. Be careful with the wiring harness on the bottom of it. three mounting cap screws (bolts) and two fuel fittings, plug it back in, and you are fixed. They have come way down in price, I have put 2 on my 99 ctd, 180,000 miles. A warning light for pressure drop or fuel pressure guage is recommended.....as said if allowed to run very long with a weak or bad lift pump.....your bosch vp44 injector pump will die and co$t pretty good to resurrect.
