I assume you are using a sleeve puller with a puck and draw bar. If not that will make things happen. If you have done that, try it again with dry ice in the sleeve.
If not using a puller, make a plug to fit the bottom of the sleeve (not casting) then fill the block with warm water. to the top of the block. Next put dry ice into the sleeve to shrink it. It will come out.
