brush hog heighths

I am now a proud owner of an approx. 1968 Ford 3000 tractor and have what is probably a dumb question. How do you set the heighth of the brush hog? I am able to engage the brush hog at idle speed. I maintain a speed of 1800 rpm's and attempt to move the tractor.As soon as I do, the brush hog slowly moves either up or down. It never stays in the same place for more than 5 seconds.I try to adjust it to the heighth I want, but it just won't maintain a stable heighth. I assume I am doing something wrong and would value any helpful information. Is the 3 pt. hitch not operating properly?...Help!
