First thing I thought of was that you have the draft control activated. On my 3000 there was a small lever below and just forward of the bottom of the seat. For draft control it would be pushed down. For position control it would be pulled back. You wouldn't want it in draft control unless you were plowing or such. Also if the tail wheel is folded back toward the bush hog it might change the height slightly when it pivots back as you start foward movement. I used a 3 point bush hog for years on my 3000 and never had any trouble.
