I take it that the Cub has less power now than it did before the overhaul.

You had best check and make sure you have the cam back in time, the govenor adjusted correctly, the carb is able to open completley, and the carb is getting adequate fuel supply.

Make sure the static timing is correct and the advance timing is working and points are adjusted correctly.

Like Leon said, the manual is the best source of info.
