That, of course, is a bald-faced lie. How can the property manager ask for discriminatory information in the first place? I suspect that the manager doesn't want to get cut out of the loop. It's similar to how real estate agents try to keep buyers from talking directly to owners.
Now, I've never had a property manager, so I don't know what is the norm. Your son has contracted with the property manager to perform a service. He should first review the contract to find out specifically what is expected of the manager. I imagine the terms are weighted heavily in favor of the manager: he's probably ultimately responsible for nothing other than collecting his commission. But if the manager isn't holding up his side of the agreement your son should remind him of the terms of the contract.
