gas pedal problem was the pedal has a gear that turns a electrical potentiomter. the design has some openings where the fuzz from the floor mats can get into the gears. the fuzz if it gets into the gears will cause them to jam and prevent the spring from fully returning the pedal to the off(idle) position. the fix is simply to place a shim into the hole that covers the gears so no fuzz or dirt or matts or bugs or other foriegn matter can get into the gear assembly. The assembly is mounted to the fire wall with an insulated mat against the firewall all around the pedal with fuzzy insulation that can touch and or be pulled into the holes and into the gears... This insulation mat is mounted on the fire wall on most all cars to keep the noise and heat down. In this case, the fuzzy insulation touches the gas pedal assembly or is next to the gas pedal.

Most cars will never have a problem,, a few will have fuzzy insulation too close, other cars will have someone push or somehow pressue the insulation pad by pulling a wire for a sterio, and accidently push fuzzy insulation into the pedal gear assembly.

why are there little holes to let the fuzz in??

That is the the basic problem. again, the fix is a small shim that slides in and covers the gears so no fuzz and get between the gears and jam them. They could have simply took a pair of sissors and cut the insulation fuzz mat away from the assembly as well but the shim is a better fix from liability standpoint.
