There are some reasons for trailers with 1 axle brakes or no brakes. You guys ever build a trailer for your own farm or local use? I have. Had no accidents with them either, of course it does take some caution on the part of the user.
Some 18-wheelers in the past had a switch for cutting the steer axle brakes off, which was useful on wet roads. Brakes then were not anti-lock, and it was better to be able to steer a rig with no front brakes than to have front brakes on a rig you couldn't steer.
