What I can't figure out is how these one-brake-axle trailers got on the road to begin with. When I buy a truck, I don't have to ask for two sets of brakes. When I look at a car, the pamphlet doesn't read "extra set of brakes optional". Both the DOT and HTA state that ANY trailer with a GVW over 3000 lbs. must have brakes capable of STOPPING and HOLDING the vehicle. How any one, for example, expects to stop a 7000 lb. trailer with 3500 lbs worth of brakes is doing a little bit of withful thinking.
