My 99 Dodge diesel power steering has always moaned and groaned when cold and the temp outside is below 30F. The other day it got worse and fluid started foaming out the filler cap. I refilled it and it did fine until the next morning. The pump also runs the brake hydro-boost system. I replaced the pump in 2003 when I bought the truck. Has anyone else had this problem?
