OT: Dodge diesel steering problem

My 99 Dodge diesel power steering has always moaned and groaned when cold and the temp outside is below 30F. The other day it got worse and fluid started foaming out the filler cap. I refilled it and it did fine until the next morning. The pump also runs the brake hydro-boost system.
I replaced the pump in 2003 when I bought the truck.
Has anyone else had this problem?

i had to replace the steering box on my '93 last year, i understand weak boxes come standard on older dodges at no extra cost, lol, my pump moaned and groaned too, as well as foamed up, [ if it foams it has air in the system] check carefully for any leaks in the whole system where it can get the air, i let my truck sit about a week, then removed one of the lines, with the engine off, and the wheels in the air to make steering easier [possible?] turn the steering wheel slowly from side to side all the way, do not let the pump run low on fluid , that helped mine a lot, i dont hear it now,
 
Just bought a 05 Dodge in october. Last week i received a letter stating a recall regarding steering problems. Don't know if it is the same problem as yours, but might be worth going to your dodge dealer. I have not taken mine in yet. Just a thought.
 
I had a 2000 Dodge service truck.Did the same thing in cold weather. Never seemed to be a problem. Except for the groaning when it was cold.
 
From what I've read on the Cummins turbo diesel website, is change the fluid to synthetic.
My '98 does the same, was always going to change mine but never have.
 
My 01 does the same thing and my dads 97 did too. I havent gotten around too switching too synthetic in mine but we did on dads and it seems to have taken care of the problem.
 
Thanks for all the replies. I called a Dodge service manager and he said drain and refill with the new type fluid. It is more expensive but I am going to give it a try. He said they would do it for $117. I said thanks, I can do it in my shop.
My son and I did the steering box rebuild on his 92 diesel. After much frustration, bought a rebuilt one for $150.
