need to make tapered hole..how is it done

I'm fashioning my own steering pin boss on my 1955 Massey Harris Pacer and since I'm reuseing the original pin I need to taper a hole. The hole needs to taper from 1" down to 13/16" over a 1 and 1/2" distance. The 1 1/2" thickness will be made from layers of 1/8" plate steel welded together. Is a tapered hole made with some type of cone shaped stone bonded to a shaft? Since I am building the boss from 1/8" I could conceivably drill 13/16" in the first few layers, then 7/8 " hole in the next few layers, then 15/16" holes int he next few and then weld the sections together. Then maybe use a tapered stone perhaps...if that is the method to get a tapered hole. Any ideas would be appreciated. Thanks, Bob LaBrie
