Is there some special reason for making the boss from 1/8" plates? I don't know the external shape of the boss, so this may not be much help, but if it can be made from a piece of round bar-stock, or even square or rectangle, a machinist can chuck it in a lathe and bore the tapered hole to fit the pin you're using. This is maybe easier for me than for you, because I have a small machine shop, but if you have a friend who's a machinist, he should be able to help you. If that's not possible, there are tapered reamers for this type thing, but the size you're looking for might be hard to find. Tapered end-mills are also readily available from MSC and other tool-supply houses which we use, but that's not really a good alternative because of cost (about 100 bucks for a 3 deg. taper the size you need ) and because your dimensions work out to an angle of 3.55 Degrees per side, which isn't a standard tool.
