If you can obtain an old pin just like the one you entend to use, you can weld a piece of round bar stock to it for use as a punch. If you can not get a similar pin, then you can grind an old punch or hard steel bar to the taper you need. Step drill the boss as you suggest and then heat the part orange hot. Use the punch and a hammer to shape the hole to the final size.

Cheap, quick and dirty but it works.
