CUB CARBURETOR

I am working on a 1950 cub that had sat for 2 years. After reading several postings I was able to get the tractor running. The only problem is the tractor will not run unless the choke is almost all the way out. I have over-hauled the carburetor, but this did not help. I have adjusted the screw on top of the carburetor that has a spring under it but this does not help. I have run the screw all the way in and have even taken the screw out, still no affect on the running of the tractor. Can anyone help?
