The adjustment screw is for the idle mixture. The high speed jet is not adjustable. To try to restore normal operation without removing the carburetor, remove the drain plug (probably steel with a square head) protruding from the bottom and let some fuel flow through. After the fuel appears clean, replace the plug and shut off the fuel under the fuel tank. Remove the high speed jet which is a hex head brass fitting on the outside (side) near the bottom. Clean that part, (careful with the gasket on it) checking all the holes in it, especially the small hole in the end, but NOT enlarging the holes AT ALL. Replace that jet and turn on the fuel. If that does not help, carburetor rebuild is the answer.
