There are tank coatings that work great.
One is Por-15.
Another is the stuff that is sold by JC Whitney.
Clean the inside of the tank like the other posts suggest and then let air dry.
Slosh the coating on the inside and let sit for 2 days.
No interior rust ever again and will actually cure tanks that weep or have pinholes...
