on rear drive, check axle bearings too as long as you are in there with that many miles. a really bad bearing could help wear the bottom half of your linings off and then some.
i've had new riveted linings break an edge off and that little piece causes all kinds of trouble. chinese made.
check parking cables as suggested.
wrong parts or rusted parts or missing parts can cause strange things to happen. so can parts installed the wrong way.
this is a drum brake system, right?
