Since the police won't do anything try talking to the city fathers/mayor/council, etc. City manager too if there is one. Ask them why the police won't take care of the issue if there are ordinances to cover the noise, etc.
I kept calling city hall on a clandestine repair garage that would rev up motors as late as 2 a.m. After I also got other neighbors to do the same they were soon evicted from their rental house. I had called the landlord but that did no good, took the city calling him to pressure him for change.
