Electrical problem on JD lawn tractor

I have a JD 111 lawn tractor with a 12.5hp Briggs on it. It doesn't seem to be charging the battery. I can jump start it and it will run fine, but as soon as I shut it off, it won't start. I am getting 39 V AC from the alternator and 13V on the other side of the voltage regulator and the connections are good. Any thoughts on the problem?
