Joe is right. If you can measure 13V on the battery when the engine is running, you have a decent charging system. Battery is shot.

If the 13V is measured at the regulator (I'm surprised a lawn tractor has a regulator), but the battery is 12V or less, check the connections, clean the cables etc. before springing for another battery.
