Your answers are no, yes, yes. A tractor mechanic told me that that the brand new $250,000 combines he works on come with sediment bowls and they all leak. He replaces them with a fuel shut-off (ball valve) and a inline fuel filter. I made this modification to my tractor, including putting a butterfly valve (like a radiator spigot) in the bottom of the carburetor fuel bowl. Result: zero leaks and I can replace the $3 fuel filter in a minute or two.
