The stupid question of the day PLEASE HELP!

I recently bought an old wagon gear for $50 locally and well the wood on top is shot. Now this is a low budget project because it will be donated to the Northampton County 4-H center for use to haul horse jumps around among other things. Now my question is (I will try to explain this) When I rebuild the wooden deck to it, it comes in layers, the 1st layer is 2 4x6s, followed by a second layer of beams going the opposite way (4x4) and then finally a decking of 1x6s on top of that. To save money would it work to build it this way instead, the bottom layer is 4x6s and then a top layer of 2x6s going the opposite way. Would this be strong enough or no? Any answer would be greatly apreciated. Thanks, Karl
