Loss of power in 53 NAA

I have noticed a significant loss of power recently in my 53 NAA. It seems even when I go up a slight incline the engine drops to 1200 rpm in 1st gear and almost stalls. If I drive on a road in 4th gear any small hill will force me to shift down. When I go on even ground it seems to be fine, even with a 5 ft bush hog. Is there a governer that controls this? Or am I looking at a engine rebuild?
