The probability is that you are starving for gas. Either the fuel line is clogged from the carb back to the tank or the carb itself is clogged. This is a fairly common problem. With the tractor stopped and at idle, can you accelerate briefly and then the tractor starts to loose power? If so, definitely it is in the fuel delivery.
