First thing - If it is an 8N - and since it has the front mount distributor, it probably is (or a 2N, 9N....), then it cannot be a 1954. The last 8N's were built in 52, and the last front mount in 1949.
Second - look to see if the rod is hooked up to the governor and then back to the carb. The guys down on the N series board can help more......
