54 8N No throttle

I have a 1954 8n with a front distributor that will not throttle up or down. I don’t have a lot engine experience and zero 8n tractor experience so forgive me if I sound stupid.

First some background. The tractor conveyed with the property and supposedly ran well the last time it was used 5+ years ago. It has had a 12V conversion on it. I tried to fire it up and it wouldn’t start. Not surprising. I determined that there was no spark and replaced the point, condenser, rotor and distributor cap. I’m a novice but I think I got the points gap properly. I put the tank back and it fired up immediately. It runs pretty smooth and quite at idle especially since the muffler is shot. But here is the problem I move the throttle and it moves the rods but nothing happens. The tractor will not throttle up or down just stays at nice idle. I plan on purchasing the shop manual but could really use some diagnostic help since I probably over my head already. Thanks in advance.
 
First thing - If it is an 8N - and since it has the front mount distributor, it probably is (or a 2N, 9N....), then it cannot be a 1954. The last 8N's were built in 52, and the last front mount in 1949.

Second - look to see if the rod is hooked up to the governor and then back to the carb.
The guys down on the N series board can help more......
 
Sorry but I have to correct you on one point. Last front mount was early 1950 then in late 1950 they changed to the side mount but either way there is no way it could be a 1954 because the last year the 8N was made was 1952

Well first off you need to figure out what you have. Lat year an 8N was made with front mount distributor was early 1950. So then does it have a 3 or 4 speed tranny?? If its a 4 speed then yes its an 8N if its a 3 speed its either a 9N or 2N. As far as throttle that could be linkage not hooked up like it should be and or a bad spring some place

Everything appears to be attached and working from the outside. When you move the throttle back and forth the rods and springs move as well.
 
It has a 4 (forward speed) gearbox. And the operators manual say 8n so I must of been given the wrong year. The
 
On an 8N, also check to see that the two rods are not swapped at the governor.
