I have a 1967 Olds Toronado that had the same problem. Along the upper left fender are the air vacuum lines that have a splitter or Tee fitting on them. My outlet to the lights must be plugged or have a leak so when I switch the headlight line to a different terminal on the splitter then the headlights work as they should. I should try to get to the problem but I seldom drive the car at night so just waiting for the right mood and time to work on it. Hope this helps. Anybody looking for this model of car as I'm sorta into tractors big time now and should sell this thing. Has had about 15 grand put into it in the last 10 years. Migraine
