Look at the shaft where it enters the casting, if it moves in and out when turned, the wrm bearings need attention. If the looseness is not there, look at the steering arm where it attaches to the sector shaft. This has been often an issue (woodruf key wear. If fuel does not come out, the inlet is probably plugged. Run a wire up through the little pipe. If it is rusted up, Look in the archives here, or on FarmallIH above for fuel tank cleaning, 2 posts a week, take your pick. JimN
