For Cliff and Jim- DOT Inspectors deal with COMMERCIAL VEHICLES. That rig is NOT a CMV. As for weighing an empty trailer, yup. Most likely the owner had the rig registered for less than the rig weighed EMPTY. Gonna put one over on "da man".
Now, would I let that nightmare go down the road? No way. But remember not all DOT inspectors are cops. And in some States their powers are limited. In my State most of our Inspectors are Troopers, so we do the whole cop thing too.
