Farmall H Hydraulics

My H will lift the Haybine with no problem up to about half way. It is a single cylinder on the haybine. It goes halfway just as quick as you pull the lever. I am not low on fluid. I tried with a neighbors tractor and it lifted the haybine all the way with ease. Is it a possible the H does not hold enough fluid in the tank to lift to full height? Open for suggestions.
