It doesnt sound too good to me. But to answer your questions, No the pto clutches will not go bad while sitting just from age. YOu can run a pressure check in a small port on the right hand side of the tractor near the remote hydraulic controls. The service manual shows the plug to check engagement pressure. The worst news for last is that yes the tractor has to be split between the rear end and transmission to service anypart of the pto clutch pack.
