seeding waterways for deer plots

i have a creek that cuts across one of my fields, has some trees on it, but pretty much open grass about 40ft wide on each side, 1/2 mile long. looking to seed with maybe some clover+oats mix. was thinking on finish mowing the present grass as short as possible, then broadcast spreading the seed mix, and hitting it a few times with a rotary hoe. i have 2 pull type 4 section hoes, was thinking on hooking them together. i dont want to disk the waterways as they are subject to erosion. think this will work ok?
