The fuel gauge system works on the ground side of the electrical system. When you ground out the sending wire the guage should go to "full". Most guages aren't that accurate any way.

With the sending unit out of the tank connect the sending wire to the guage, run another wire from the sending unit to a good ground on the frame of the tractor, then move the float through its full movement and see if the guage follows it, if it dosen't then its probably the sending unit.
