GoogleEarth uses imagery from a number of sources. Some are satellite (high res, and low res), while others are aerial. Which areas are which depends more on what imagery Google can obtain from their suppliers than what Google wants to obtain from their suppliers. Most of the US urban areas have a resolution of 0.1m which is roughly 6", other small towns and closely outlying areas have a resolution of 0.6m, or 2', and the really "fuzzy" ones are most likely at 10m or 15m resolution (30 - 45 feet). The reasons are purely economical, as the companies supplying the imagery make more money from the urban areas than the rural areas. The reason you see different seasons is most likely because the imagery is from different sources, or even different years.
