i had the same problem with my '95. the waterpump fins wore down so it wouldn;t circulate enough coolant. the engine still ran cool but not enough circulation to get through the heater core. another possibility is there's a screen inline on the heater hose that goes into the intake. that can plug too. you could clean it but i havn't had any luck getting them out without breaking the fitting so good thing there cheap to buy at GM.
