O.T. 6.5 Truck Heater

I have a 1998 6.5 Diesel pickup. I cant get thing more than luke warm air out of the heater. The temp gauge wont move off the bottom of the gauge(160deg). One year I put a piece of cardboard in front of the whole radiator and it really didnt help. Replaced the thermistat a few years ago, and it still didnt help. I think the engine just isnt getting hot enough to send hot water to the heater core. I felt both hoses of the heater core, and they are both warm so I dont think the heater core is clogged. Anyone have any solutions or a place online where I can buy one of those cloth things that snaps over the radiator? Thanks
