New Farm Bill unveiled

I just read on the Alabama Extension website that the USDA has unveiled the new farm program. Can anything involving the government be good? According to the article the program will start allowing payments to farmers that produce crops other than traditional staples-specialties. The article also left me with the impression that the farm bill only benefits about half of all farmers.
Why didn't they buy all my hay equipment for me?
