(OT) 1990 2ton Yale Forklift Incher Question.

I have a 1990 Yale 2 ton forklift and have a question on the "inching control" ckt. From my understanding, when the brake is partially applied, the clutch pack is suppose to slip a little to inch into the load and when the brake is depressed all the way, the trans. fluid is supposed to be diverted to the sump (no forward movement). Ok, I was on a slight incline (forks facing uphill) with the selector in the forward position (drive) and had the brake depressed all the way down and when I slowly let it out, the forklift started to roll backwards. It seems that the inching is not working correctly but when I let the brake out further (all the way out), it goes forward (which is normal). Could the inching valve be only half working??
