Just a few ideas from the book of russian,lack of power is most common to be the fuel system ie filters/injector[s]/pump parts sticking, would expect some of that if it has been sitting a few years? oil coming out is listed as too high a oil level in sump, have you changed the oil? there should be a "B" mark on the dipstick as full indicator. Also if the fuel pump shaft seal is leaking, fuel can get into the base and raise the oil level, so maybe crack the drain plug to check if fuel or oil comes out first? Also the stuck ring[s] is mentioned as possible pressure source into the base, maybe worn[hours???]or carbonized from easy use also found around the vaves if carbon is built up. Parts are available both canadian and amercian, just have to look a bit, ie "fawcett tractor" in Ontario check for a web site for Belarus.ca hope it helps
