Belarus 250AS

I just bought a used Belarus. The guy said it's from the early 80's and that's about all I know about it. It has a 2 cylinder air cooled diesel engine that starts right up but just don't have the power to pull itself up a small incline much less a hill. I noticed that when its running, oil comes out the dipstick tube. One friend said that's blowby from the pistons and I need a ring job. Another said a diesel starts off compression and if it has enough compressing to start, the rings must be good and something is stopped up to make the blowby go to the crank case. Anybody got any opinions on either of those opinions?? Thanks.
